Guernsey will have a new system for dealing with child offenders in the new year after the proposed Children Law was approved by the States.
The previous version was introduced 40 years ago and the States decided it needed to be updated as it did not reflect modern family life.
The age youngsters can be held responsible for a crime was increased to 12 from the age of 10.
A new tribunal will hear the majority of cases involving under-18s.
It will be made up of trained volunteers who will take decisions on children who may be at risk of harm and those not attending school.
Human rights laws Serious or persistent offenders will continue to be dealt with by the court.
The new law also covers issues like parental responsibility, guardianship and police powers.
The Health and Social Services Department said it carried out extensive research with parents, professionals working with children and children themselves before coming up with the recommendations.
It said one reason for the changes, which come into force on 4 January 2010, was to ensure the law complied with European and United Nations rules on human rights.
