Rights advocates oppose prisons transfer to Afghan forces

The Independent Human Rights Commission of Afghanistan opposed the recent decision of Afghan President Hamid Karzai for the transfer of all Afghan Detention Facilities to Afghan government.

Afghan Independent Human Rights Commission expressed concerns in regards to misbehaviors and humilitation of detainees by Afghan security forces.

The officials also urged that Afghans still lacks capabilities to properly handle all detention facilities in Afghanistan.

The decision for the transfer of prisons responsiblities to Afghan government including transfer of Bagram Prison was announced through an statement by Afghan presidentian palace on 5th January 2012.

Afghan presidential palace following a statement said, the over all responsibilities of the Bagram prison will be handed over to Afghanistan within the next one month. However, the responsibilities for the Bagram prison was scheduled to be handed over to Afghan government by the end of 2012.

A commission of the Afghan delegation last week also visited Bagram prison in order to assess the situation of the prison. The commission also prepared a report concerning the conditions of the prisoners in Bagram cell where misbehavious have been reported by a number of the prisoners serving in this cell.

The delegation said that they visited both the internal and external sections of the prison in Bagram where fewer human rights violations have been noted inside the internal section of the cell.

However the commission urged that the responsibilities of the detention facilities should be burdened shoulder by the Afghans.
